Much of this innovative stimulus stems from a new regulatory framework that has set itself the objective of giving action to the economy starting from the house, which is the existential fulcrum of Italians.
The positive confirmation of the regulatory framework aimed at encouraging energy saving comes also from the WEEE report (Annual Report on Energy Efficiency) and from the Report on tax deductions for the energy requalification of the building stock, published by ENEA.
The results that emerge are encouraging and able to generate a virtuous circle, and why not, also affect other sectors. Reports show very positive data: 1 million interventions in the three-year period (2014-2016); 3 million energy redevelopment interventions for existing buildings (2007-2016). All this generated 32 billion euros of total investments.
The next investments include the € 44 million fund for Sardinia.
Energy efficiency in condominiums
The result is positive because our country has a characteristic that differentiates it from the others, most Italians live in condominiums. This means that everyone’s consent is needed to carry out any work of energy improvement, making procurement management more cumbersome and bureaucratic. To perform an energy requalification it is necessary to take note of the peculiarities of our country and consequently to adapt the current legislation.
Legislators have put in place a series of rules aimed at simplifying and encouraging energy improvement interventions in condominiums after stating a strong need for it. The strongest measure is the assignment of the credit, according to which the condominiums can transfer the bonus to the company that carries out the work, obtaining an immediate discount on the cost of the works or a subsequent saving in the bill. Projects are being studied with energy suppliers to create ad hoc proposals, so as to obtain substantial savings in bills.
A task force for the PA
If the improvement for individuals is sensitive, much more can be done for the public sector. According to the data of the SIOPE (Information System on the operations of public bodies), in 2016 the total energy bill of the PA for electricity, heating and transport was more than 3.3 billion euro.
The president of ENEA announced, in this regard, the creation of a task force to give support to the PA in the implementation of energy interventions.
