Simplification for the building sector, May 5, has been updated. An agreement was signed at the United Nations Conference between the Government, the Regions and the Local Authorities. New documents (unified and standardized) have been approved for the presentation of reports, communications, and private building instances. By and by June 30, 2017, municipal administrations, municipalities will have to publish them on their institutional site.
In case of house renovations or in the case of business opening, public administrations will have only valid documentation for the entire national territory. The documents for the qualifying titles are adapted to the new Decree Madia and there will be a unique module for the SCIA (Certified Start Signing) and simpler modules for the CILA (communica- tion of asserted work) and for agility. Approximately 150,000 certificates will be deleted.
Unified and simplified documents of this Agreement are:
– CILA;
– SCIA and SCIA, alternative to permission to build (in the regions that have disciplined both qualifying titles, the two documents can be unified);
– Work Commencement Notice (CIL) for works aimed at meeting objective contingent and temporary needs;
– Subjects involved (common attachment to CILA, SCIA and CIL documents);
– End-of-life communication;
– SCIA for building aptitude;
A further step forward was the language. Which has been simplified through terms of common use to foster understanding. The documents and certificates that the public administration already owns will no longer be required. And they will no longer be able to demand data and fulfillment that derive from “administrative practices”. You will no longer be required to submit permissions, notices, and notices prior to starting the activity. In this way, Italy adapts to the European principle Once only, which the administration asks for once.
